I guess some depends on your fill material.What ever you do compact it with a good compactor,even if its a walk behind and you do short lifts it will be way better than letting it sit to settle.If your costs are not a concern you could but footers on the solid ground (if going for 4 ft deep) and get them near level,pour your frost wall and fill in with good agregate and compact.The exterior as no basement you could back fill with some of your free fill.But you could do what many do here.Go for a floating slab,level area,compact,add a layer of gravel compact,layer of foam extending beyond edge 6 ft ,pour your floor,build.Cheapest works well if not wanting to spend the cost of frost walls
