Most new homes have Air ex changers! There so air tight its the only way to keep moisture out.. Some local homes built on slab around here have poured or block, "safe closet" for storm shelter.. My parents built their retirement home 9 years ago. went with Treated wood basement. In floor hear in basement/garage. 9' ceilings both both floors. I put cathedral ceilings in an addition 18 years ago. Really makes the room feel bigger. I'd put large doors and stairways in. Pain in the ass to carry large furniture around. If building a basement, Really try to have a walk out, Make a hill if you have to... I have walk out and that's where I enter with farm clothes..
Building codes may not be relevant in the country, but electrical will..
