When mounting on a tapered shaft, here, standard operating procedure is to tighten nut, get a socket and smack the socket with a hammer, then tighten the nut again. The size of the hammer depends on the size of the shaft. That size shaft world use at least a two pounder with modest effort. Repeat until nut won't turn any more. It may take as many as four or five times. You will feel the hub seat on the shaft. Very rarely will you have problems doing this. I've seen many times. Tapers just need this to seat properly.
