The flash steam creates a pressure spike that can't be relieved fast enough.

Also, the boilers generally don't blow up from over pressure, the steel gets too hot, softens, fails, and the failure releases the steam explosively. That is, the failure propagates faster than the pressure is relieved, hot water (or other BLEVE) will do this worse than compressed air or other compressed gasses which cool and drop pressure as they expand.

The shell of the boiler that failed was because of the pieces that were attached to it ripped off, not because it couldn't hold the pressure.
