On a tractor scraper I believe it's a line relief they use to allow oil between each end of the apron cylinder. This relief pressure is set higher than the system relief to allow normal apron function. I dont have time right now to look up a schematic off a Cat but I would think a little searching would be able to find something similar. I will try to find some more info later this evening.
