I am pretty sure the stroke control valves comes out the bottom under the plug in your picture. There is many time a destroking screw where your leaking plug is located. I believe the plug that is leaking should have an orang at top of plug. Plug needs to be tightened down against the big hex plug. Someone might have installed wrong plug.
Get parts breakdown of the front cover on pump.
