Most of the older Massey utility class tractors with Perkins diesel engines have CAV injection pumps on them. I like the others check the fuel lines for fuel flow. That little strainer in the fuel tank could be the problem. But you could check that at the fuel shut off valve first to see if fuel was flowing out good before draining the fuel tank to take it out to look at it.
