Sounds like a fuel flow issue. Run some checks on your fuel line to see if there's any restrictions/blockages/leaks. Pull the pipe off at the fuel tank and check your strainer filter. If that doesn't fix the flow then check your fuel bowl and replace your fuel filters.
NB With a perkins of that era you'll need to bleed the air out of the system afterwards.
