So basically it's a 24 speed with intermediate and high blocked off with the shifter??? Someone made it so all work is done in low???That's what I'm reading in your post. Is there a powershift valve on the side of the transmission? If the shift valve is there then split tractor at clutch pull input section out and rebuild. Hopefully you haven't damaged it alot and you might need to replace orings on the piston. If there's no shift valve look over all the linkages well. If those seem tight then most likely your forward/reverse fork has worn off and it's not engaging into reverse. Picture has the powershift valve circled.
They are fairly simple to rebuild I wouldnt be worried about the dealer ability as long as they have the special tools to do the job. The tools aid the mechanic from cutting orings and seals during assembly. Like any old tractor your going to get $$$$ in labor quickly.
