What about welding a piece of all thread on each of the C- channels by the bolt heads, bolting a piece of flat iron to the stainless steel about where those weld beads are in the second picture, with holes for the all thread to run through.
Then you can put nuts on the rods to pull the pump back to tighten up the belts.
