Are you pushing between the pulleys? That would explain the movement in bearings when pushing device is taken out.
Maybe new X belts? Tension not as critical?
Tensioning multiple belts is hard. I have tried to use the power band belts. Some last fine and some tear up because the load is different on each belt. The pulleys are close enough that a person looking can't see the angle or misalignment. I don't have stuff to measure that small of difference. Individual belts last in those places. Just enough slip.

In that middle picture, how about a woodworking pipe clamp to pull on the pump mounting bracket?
