It also tells the story on fine driftable particles or even dust particles that would have been sprayed with dicamba. Even with ultra coarse droplets there are still some driftable fines that are getting dispersed somewhere. Throw in some susceptible soybeans that are super sensitive to D and its easy to see why there are so many problems.
