A trick I learned about and used is the following.

I had a leak in the water line between the house and barn. No water was coming up. I hooked up a small air compressor to a water valve which was near the pressure tank in the basement of the house. I turned on the air compressor, opened up the water valve and went outside to listen. I could hear the gurgling of the water where the leak was. When the excavator guy came to dig, he had to go down almost 4 feet before he started to see water. Our water lines are buried 7-8 feet deep on our farm.

It is a slick trick.

On edit:

If you shut off the valves, does the pump shut off? If not, you may have a leak in the drop pipe. I have had that issue as well.
