Fixing a blowout or sink hole is usually pretty straight forward, but if you dig down and find that all the tile are cracked and collapsing, then it gets complicated. Finding out why a tile isn't working like it should can be kind of like solving a mystery. You have to look for clues and then dig for evidence (pardon the pun). To make it more complicated is that you will not always know where to dig. Just locating the tile can take a lot of time. Finding a plug will mean digging in multiple locations and finding tile that is dry and tile that is full of water and then digging holes between multiple times until you narrow it down and find the plug. This is much easier on a straight run- not so easy on a curved or zig zag run (I once spent quite a bit of time locating the route of some hand dug tile that weaved all over for no apparent reason). This is why time and materials makes so much sense. Some soils will show telltale streaks in the clay where the tile lines are. Other soils are the same color all the way to the tile. This makes locating much more difficult.
