Depends, are we talking about what is detrimental to crop prospects, or what makes me wish I'd had some Gold Bond powder for the junk several hours ago?  
Because 98 degrees with 25% humidity and a 25 knot breeze is not the same animal as 98 degrees with dead calm and 84% humidity.
