Just went to a meeting, they said VT - R1 was best time, leaned toward R1 to make sure any corn plants that were behind get a chance to put a tassel out. Brown silk is okay if you don't have any pressure before then, but you often miss the best time and the diseases can blow up on you and cost you yield before you can get it sprayed. Adjuvants is a real concern, don't use any and you will be fine.
