I think GrainTrader said he also hires custom applicator. 

So, endrow, are you saying if one hires a custom applicator, that applicator will also be "checked"?

Since logically those checks make no sense, then the point of the inspectors is to psychologically harass the victim into not involving the authorities.....right? Good that you can count on your tax paid public servants like that.
