Franklinton, LA | We have had a variety of government incentives for over 150 years and they have not been that successful. After the Civil War the Union Occupation Army took land from farmers and gave it to freed slaves. During the great depression of the thirties the Farm Service Agency of that era gave land to black farmers. After WWII there were numerous incentives and loans available for returning veterans who wanted to farm. Due to a lack of operating capital and management skills most of these operations failed. | |
