The sheriff departments in my area say they're too busy for much other than service for the courts trying to find people to serve papers too.

Under manned comes to mind. In the county I live in, 185,000 plus people, at any one time there are likely 3 deputies out and about doing patrol work and not tied down to administrative/paper serving in the entire county. Now the jail itself has about 100 employees because the city of Peoria is in their jurisdiction.
