Do the cows get onto the road, if so call the Sheriff and tell him you almost hit one with your car. That's a clear safety issue that requires action. A neighbor had big work horses that were short on pasture and they'd get out and be on the highway at night, the Sheriff told him either he fixes the problem or they would and he wouldn't be getting his horses back if that happened.

Cows out multiple times I would get them into secure corral.
Call the powers that be.
Make arrangements for animals to be hauled to the auction yard.
Make sure that your hauling costs (use commercial hauling rates) are included in the deductions at the sale yard.
Issue over.

IMO if they're not changing things after a number of reported issues its quite 'usual' to permanently 'fix the issue'.

No stock there will be nothing getting out.
You had better have information like dates better even with times that you found stock out and number of such.
Include damage estimates as well.
If you have all that and they get real snarky you should have your butt covered.

Now if they like paying lots of money to lawyers this could still get expensive but I think at least with the animals sold the problem should be taken care of until they get more critters.
