Actually, I have wondered the same things, have seen several folks driving around alone wearing them.
I have one with me most of the time, and I kind of play it by ear as to wearing it.......if I see other folks with them on I put mine on.
I go to Wal-mart I'll put it on because about half the folks are wearing them,....but, then I go to the CO-OP or implement dealer I've never seen anyone with one so I don't worry about it.
I really have my doubts as to how much good they do, but I figure it's no big deal if it makes others feel more comfortable.
