I have seeded tiff several times I do not work the ground or if i do work it very light, vertical tillage tool I mix fertilizer and seed and double spreed Then run the hay rake over the field as a light harrow hope for a 1/2 inch rain and good to go The seed will not come up if more than a 1/4 inch deep so If you drill i would not put the coulters in the ground or just touching would work. My stands have all worked.
this year I put some into failing orchard grass after the first cutting it is now about 2 feet tall.
