Up to 20 lbs of N can go in-furrow, so 20 / 0.11 = 181 lbs of 11-52-0 is the max, which would get you 94 lbs of P, way more than you need for proso millet, but if your taking the airseeder across and need to build some soil test P, might be a good time, Phos is still cheap from a historical perspective.
