There are doctors that argue both ways. There is soluable and insoluable fiber. Insoluable can't be digested and is expelled. Soluable can be converted into short chain fatty acids and mostly used by the gut lining for energy. So it even depends on the type of fiber.

Depends on how strict you want to be which you decide to count. We allways just counted total carbs, but as long as a person is counting them to begin with it means they are cutting back which is good for anyone trying to lose weight or correct insulin resistance.

It is minor in the scheme of things.
