SC MN | I would just put plain fiberglass with no barrier in. A true vapor barrier, (plastic) should be put on the warm side to prevent moisture from entering the wall cavity and condensing on the colder outer sheathing inside the wall. In your case if you put the plastic on the garage side, moisture from the house will migrate through the wall and be trapped against the plastic on the cooler garage side, condensing, and the plastic won't allow for drying over time. With no vapor barrier on either side, moisture will be free to migrate, through the wall from both sides, and if it does condense, over time, some air can move through the wall, drying it out.
The paper on insulation is just a vapor retarder, not a true vapor barrier.
