Subject: Clay loam no till?

So the field my house sits on is Abilene and Wichita clay loam. It was in grass and weeds when I bought the house. Mostly Johnson grass. I’ve been plowing the crap out of it mostly to try and get the Johnson grass gone. I should have run a shredder (brush hog)
Anyway I’ve tried ripping it and then bedding up old school, but after it rains it just seals back off like I never ripped it.

One half that I had wheat baled on cracks open in huge cracks and it actually takes the rain in. It seems hard too, but I was able to notill some hegari into it a good inch deep with a heavy double disk drill. I’m thinking about planting some late corn with a friends max emerge on the rest of it. If I just fertilize the crap out of it will it do better than the tillage?
Seems my tillage is not working. Neighbors all run chisel plows over and over but their water runs off worse than mine. I could always rip the corn down the middles after it’s up if I had to.
I keep watching for strip till units at auction but no luck yet.
