Subject: Outback S - No DGPS

I have an old Outback S light bar that I'd like to put into service. I acquired it with some equipment and have not actually seen it work, and don't know when it was last used. The unit looks well taken care of, and was stored inside when not in use. It will start up fine, and acquires 5 to 10 satellites rather quickly, but it never gains the DGPS to make the light green. I've been reading the manual and I believe that I have an antenna issue. The Bit Error Rate (BER) is always displaying something like 510-520 which, according to the manual is bad. At least one of those numbers should be below 100.

Is there anyway to test the antennas output? I've tested the voltage to the antenna and I've got the 5 volts. I do not have another antenna to swap and test.
