It is allowed because the companies that sell grain to China don't care if the grain comes from the US or Brazil. The major exporters can source from either country.
We produce commodities. Price moves toward COP as fast as it can. If other countries produce it cheaper or their currency is weaker then it is a better deal for China to buy from other countries.
