| Have a Planning Commission in your county that issues permits for developments like his parking lot? If so they should have reviewed drainage requirements needed. Here, water is not allowed to leave a development any faster than it did pre-development. Spent 11 years on our local planning commission after having fought a similar problem for 10 years prior.. No one likes government being involved but this is why it is needed. Sounds like your neighbor could care less. Sad, but lots are like that.
