What's the back pressure at the tractor? A little backpressure doesn't bother most two way cylinders, the pressures are designed to operate higher and the pressure down makes the difference.

This cylinder could be designed for a lower pressure than your tractor, and no back pressure. Even 50PSI at the tractor, plus 1/2" hose and 1/2" coupler could make it slow. You could try a 3/4" hose with return to the reservoir, not ideal, maybe there's a way to do that more simply on the tractor?

Does it go down any faster once the tractor is up to operating temp?
