The new standard, which not many stations have implemented as of yet, is not backward compatible to the presently common ATSC standard. This means that if a local station switches, then their viewers either need new TVs or converter boxes. With the economy on the rocks at the moment, don't expect a high rate of adoption for a while. Also, don't expect stations to transmit both signals over a transition period as was done for several years during the NTSC to ATSC transition.

The switch from NTSC to ATSC was a long drawn out process that took several years longer than originally planned. It was filled with politics and is another example of a government mandate gone sideways.
