I would clean off all topsoil Down to clay, put down #2 stone, about the size of your fist, follow with 34s with dust which will pack down like concrete, fill above the edges so it doesn’t sit in water and you may need to put a culvert to let water travel under the drive instead of going over the drive and washing it out.
