Subject: Brillion packer verses a double rolling basket ?

Greensburg, IN

John Deere 980 field cultivator on 6 inch spacing, 7 inch sweeps, with a five bar spike tooth harrow. Will be running in unworked bean stubble ground.
Soil types are clay loams. Which pull behind tool will make the best seed bed? Will the packer leave the ground to fine and "hard"?
Will the double rolling basket leave the ground to soft? Also should the double rolling basket have a leveling bar in front of the baskets? Would be looking at an Underferth rolling basket tool.
