I don't think Ford made a F350 4x4 with dual rear wheels in '95. Sounds like someone put extra tires on the back. So hence the flatbed. Nothing wrong with it, just want you to know what you're getting in to.
He sounds high. I've seen Super Duty's go for under $10k, and that was years ago.
