PWM valves are actuated by an electromagnetic solenoid coil yes, so polarity doesn't matter.  Same effect on the hydraulic circuit regardless of polarity.

The exception would be some solenoids have a diode, so that if current is applied in the backwards direction current bypasses the coil.  In this scenario nothing happens to the hydraulic circuit but depending on the electronic circuitry you might blow a fuse.

This all assumes you are working with a 2 wire solenoid.  There are some PWM valve assemblies that take power/ground/signal, and they can be configured to reverse flow based on signal input.
