Low power steering pressure at idle can be different than excessive effort to turn the wheels. Always verify that the entire front end is free to move by jacking up the tractor and removing the hoses from the cylinder. It shouldn't take excessive effort to turn the wheels by hand. Dry spindles or a scored cylinder cause excessive effort to turn the wheels and cause people to think that there's a hydraulic issue. Actual hydraulic problems can be filters, only use the Agco brand as aftermarket may be too short and not opening the supply valve enough. The left hand filter had a screen that is critical for proper steering. It goes in the end of the filter and then installed with the screen to the inside of the cavity. Yes, the flow divider could be sticking or the orifice disc could be plugged. Those parts can be removed from below and cleaned, just be sure to put them back in their proper sequence. There can also be a pump problem given the age of these tractors. Bad seals in the pump being the usual problem there. Very rarely is there a problem with the orbital steering valve, but it could also cause poor steering issues. Be sure there's plenty of oil at the sight glasses too. Slipping sounds like the torque limiter as had been already mentioned. If it slips severely, you will also lose all hydraulic functions at the same time.
