OP here again.  Looking back on it, I know I had several instances last year where things were goofy.  I'd be driving along and my pressure would go through the roof.  At the time I was too concerned with the pressure to even look at flow.  If I stopped and turned the pump off and on everything worked again.  I think it happened 3-4 times towards the end of the year.
