It simply warns of the dangers of false negatives. The 47% figure my wife mentioned came though the wife of one of my college friends who is now a doctor (yah, not the most concrete source). The 30% figure came from a question during a town hall with a rep from one of our local hospitals. The 30% figure is also found in this article from the New York Times:
