Any employee can lay themselves off due to their Covid-19 personal concerns and receieve unemploment benefits in MN.

A...Under Governor Walz’s executive order, you may be eligible for benefits if you are on a leave of absence and:

A health authority or a health care professional has recommended or ordered you to stay home from work OR
You been notified that your ordinary childcare is unavailable and you have been unable to find either A) alternative childcare or B) an accommodation from your employer

You may also be eligible for benefits if you took a voluntary layoff to avoid the layoff of another employee. View eligibility rules associated with voluntary layoffs.

MN employers might might even be paying "mental impairment" workmans comp claims in the not so distant future if this bill passes.

Section 1. Minnesota Statutes 2018, section 176.011, subdivision 15, is amended to read:
1.8 Subd. 15. Occupational disease. (a) "Occupational disease" means a mental impairment
1.9 as defined in paragraph (d)

3.1 (d) For the purposes of this chapter, "mental impairment" means a diagnosis of
3.2 post-traumatic stress disorder by a licensed psychiatrist or psychologist. For the purposes
3.3 of this chapter, "post-traumatic stress disorder" meansthe condition as described in the most
3.4 recently published edition of the Diagnostic and Statistical Manual of Mental Disorders by
3.5 the American Psychiatric Association. For purposes of section 79.34, subdivision 2, one or
3.6 more compensable mental impairment claims arising out of a single event or occurrence
3.7 shall constitute a single loss occurrence.

There is no incentive to go to work in MN right now when employment pays better than the job, and is easy to qualfy for.
