A full scale earthquake at the New Madrid fault in the winter is a worst case national event. The buildings and bridges in that part of the country are not consistently robust. Newer structures are designed for earthquakes but that part of the country does not enforce all the associated requirements as carefully as the west coast. Older structures were never built for earthquakes. Most of the major river bridges are too old and the official state dot policy is that they will be impassible after a major earthquake (in the river). That part of the country isn't bitterly cold, but winters are much worse than the west coast. A major earthquake would leave a large number of people without shelter or in fear of the stability of their shelter, outside in the winter, and many of the major highways will be out of service.
