Subject: 4700 sprayer hydraulic issue

98 model 4700 with 90 ft booms. When the booms are unfolded in the spray position. It will not raise the booms to adjust for uneven ground. The whole boom mass will raise up and down with no problems. The pressures checked at the auxiliary pump are 200-250lbs at standby and 1500lbs when a function is pressed. If the steering wheel is turned to the max either way and held the pressure jumps to 2400lbs and the booms will lift. I have clean the check valve, have checked the valves on the center of boom they are getting power, I have checked the orifice in all the lines they are open and clean, have checked the strainers inside the tank all three are clean, have changed the oil using 10-30. Can this problem be the auxiliary pump and or the compensator, or could be the priority valve? Or something else. At a loss to what to check next. Thanks for the help.
