NW Washington | Soft wheat flour is used for cookies, crackers and pastry. Hard wheat is high protein/gluten flour normally used for making bread. The All Purpose flour you normally find in a grocery store is a mixture or middle grade of flour. Looks like the Covid-19 pandemic has made flour and flour mills a hot item . Flour of any kind is hard to find in stores these days.
