Taxing entities added it instead of rate increases. Built into the companies authority to operate so they always made a fixed % of profit. Commissioners or city councils wouldn't have to reevaluate when the company felt they weren't making enough. Once a tax always a tax. Private companies took it on, wouldn't want to let a taxing opportunity go to waste....James
