Payments are done on percentages of some sort usually. Like MFP last your was $x / ac with a $250k cap. So in effect what you wrote would disadvantage big farms and that would be an advantage for small farms. I understand your point now, but it should be the payment rate should be lower, not the total cap. To achieve what you’re advocating.
