Subject: Increasing RINS prices should incentive ethanol plants to restart.


If this isn't happening.. then It should be addressed.

Since we have the RFS in place which requires 15 billion gallons of domestic ethanol to be blended.. the Market penalizes participants who do not blend Ethanol.. by allowing the purchase of RINs.

RINs in turn "should" (and EPA should clear obstacles if they exist) to ethanol producers.. incetivising them to produce.  Since we have just expanded the cap on higher blends.. that should help the market.. being flexible.. where we can blend more and get more RINs into the Market.

This is what's going to open the plants back up.. this should be ADDRESSED THIS WEEK!!
