IMO ease of adjusting tine angle and down pressure is very important. For that reason I like The Summers and Bourgaut harrows with hyd tine angle and hyd down pressure. I’ve used Summers and we owned a Bourgault till the tines were shot.
We use it in the spring to level chisel plowed fields and then seed. Having hyd down pressure let’s you set it aggressive enough to level but not push dirt and bunch up.
Our current harrow is a Brandt 7000 with 5/8 carbide tipped tines. For down pressure You have to adjust each section manually and it sucks in the spring. You’ll settle on a setting but might end up hitting gumbo spots twice to get the dirt broke up and leveled nice.

All that said I’m not sure a harrow will do what you want in standing stubble in the spring. When you Take enough pressure off that it’s not bunching I don’t know if you’ll be accomplishing anything.
