When you buy stock someone has to sell. The market requires folks sitting on the stock exchange (brokers) to make a market in certain stocks. So if no one is selling a "market maker" is required to.  Companies with dividend reinvestment programs maintain shares in their treasury to cover these programs. They use the market price for that in house transaction.
