A real help could be more delivery locations around the country and education to feeders on how to make delivery so that the relationship between cash and futures stays closer.

Feeders are cash settlement based off real actual delivery at dozens of sale barns across the plains. Auctions and futures will converge at the expiration of the contract. Sell an average feeder steer at auction the last week of the contract and you will get very close to the future price.

Live cattle is a whole different ballgame.
