He would walk up to the staffer hand them a check for 5-10K and that would give him 5 minutes or so. That was enough time to give "suggestions" of what they need to slide into a bill. Go to 10 senators with the same message and amazing how things got hide in a bill. Something the size of this bill I'm sure he got what he wanted. As an American he hates his job.
