The oil market commentary is pretty clear that Russia (Putin) spurned MBS at the Vienna meeting and he took it personal, cut prices,and announced he would start pumping April 1.
The reason Russia spurned MBS was to avoid losing any more market share to shale, sure. A contributing but not directly precipitating reason.
